Yeah, you're right, it's true that Jessica isn't a Disney creation. She's the creation of Gary Wolf and the movie rights are jointly owned by the Disney Company, Amblin Entertainment and Gary Wolf.
However, when I worked at Disney in 1997-1998, we still had the promotion rights, so we had all of the costumes, billboards, props, etc around the MGM studios. So, I guess in my mind I've never really thought about her not technically being a Disney girl.
